The under-construction Tapovan-Vishughat Power Project is on the outskirts of the Joshimath town in the state of Uttarakhand in India.

In February 2021, Raini village in Uttarakhand experienced a devastating flash flood, triggered by a glacier rupture and subsequent glacial lake outburst. The disaster resulted in a significant loss of life, with over 80 bodies recovered and over 200 missing. 

The floods were likely caused by a combination of factors, including heavy rainfall, rain on the glacier, and the melting of snow and ice, which led to a surge of water and debris. The newly formed lake at the glacier's edge also contributed to the flood's intensity. Scientific studies have indicated that heavy snowfall in the higher reaches of the Rishi Ganga catchment, followed by intense frost, played a role in the glacier outburst. 

The floods also highlighted the vulnerability of infrastructure projects, as the entire Rishiganga hydroelectric project was washed away. Following the disaster, Raini village has faced repeated incidents, including a cloudburst in September 2021, further damaging properties and leading to cracks in houses.
